Review
"Heroes in a half-shell, turtle power!". Does this phrase mean anything at all to you? Unfortunately, if not, then Teenage Mutant Ninja Turtles was made far before your time, and you probably won't understand too much of the plot, because it takes most of it straight from the old Saturday morning cartoon.
The game itself however, is rather enjoyable for even those without the slightest clue of what the heck these green turtle guys are. Teenage Mutant Ninja Turtles is simply a side-scrolling and top-down adventure in which you control an amphibian with a weapon (you can toggle between turtles) who's got to get from point (a) to point (b) without getting hit by the bad guys in between.
But to truly enjoy the game as more than simply a beat 'em up game, you have to be a fan of the old successful cartoon show of the same name. The music and characters are straight from it. Speaking of the music, it's all pretty catchy and upbeat. I'd be surprised if you didn't at least find yourself humming/singing the theme song along with the game.
What was most impressive about the game was the combination of top-down (above the city) view and side-scrolling action views. This combination of graphical view points gave the game much more depth, and environment then one that merely follows the character from the side.
Again, Teenage Mutant Ninja Turtles is best for fans of, or at least those who have seen, the TV cartoon series for they'll have the best time playing this game.

Great music.. You'll be singing "Teenage Mutant Ninja Turtles.. Teenage Mutant Ninja Turtles.."
Enjoyment 
Although the gameplay was fun, it was easy to die too many times and have to start from the beginning again. NOT fun.
Replay Value 
Due to the lack of sufficient continues, the game was really hard and had to be restarted countless times. I didn't want to play it again.
